The General Administration of Customs (GAC) Maintains Momentum to Promote Steady Growth of Foreign Trade

Recently, in order to implement a series of policy measures issued by the Party and the State Council to promote stable growth in foreign trade, curb the decline in foreign trade as soon as possible, and lay a solid foundation for further improvement in this year's foreign trade situation, the GAC has sorted out and summarized the existing policy measures to ensure that all policies and measures issued by the State Council are implemented effectively.

Further Improvement of Customs Clearance Supervision and Services

  1. Accelerate the construction of the International Trade Single Window. Timely summarize and improve the pilot experience of the Single Window, intensify promotion efforts, expand corporate participation, promote the standardization and simplification of Single Window declaration data, and accelerate the transformation of business processes by port law enforcement departments under the Single Window environment. Jointly with relevant departments, we will take the lead in radiating the Shanghai experience to the Guangdong, Tianjin, and Fujian Free Trade Zones, and complete the goal of promoting the construction of the Single Window in coastal ports by the end of the year.

  2. Promote the institutionalization of port information sharing and reuse. Introduce the "Measures for the Administration of Data Sharing and Use by Member Units of the Inter-ministerial Working Joint Conference on Ports of the State Council" within the year, and accelerate communication with tax and quality inspection departments at the working level. Based on the original information sharing work, research and expand institutional arrangements for information sharing and use.

  3. Optimize the inspection and supervision mechanism. Optimize the structure of inspection methods, make full use of technological means, and gradually increase the proportion of non-invasive inspections. Dynamically adjust the inspection rate based on risk analysis to further improve the pertinence and effectiveness of inspections. Vigorously promote the compliant supervision model, simplify supervision processes, and embed customs supervision into logistics operations as much as possible.

  4. Continue to promote the "double random" inspection mechanism. Deepen the practical application of "double random" in customs inspection control, improve the system for publishing the catalogue of inspection items, gradually increase the proportion of random inspection control, and achieve a proportion of over 70% by the end of the year.

  5. Implement the reform of unified social credit code. Implement the requirements of streamlining administration and delegating power, simplify the registration of import and export enterprises, and promote the implementation of "one license, one code" and "three certificates in one" on schedule. Based on the current realization of import and export enterprises completing registration procedures using a unified social credit code, strive to enable enterprises to use the 18-digit unified social credit code for import and export customs declaration services as soon as possible.

  6. Promote the establishment of additional inbound duty-free stores at ports. Actively support the development of inbound duty-free stores at ports. Based on the approval of five ports to establish inbound duty-free stores, continue to accelerate the approval and establishment of inbound duty-free stores to facilitate domestic consumers purchasing foreign products domestically. Actively cooperate with relevant departments to study policy issues related to inbound duty-free stores at ports and formulate specific plans for adding inbound duty-free stores at ports.

Further Promote the Innovative Development of Processing Trade

  1. Actively innovate and replicate the customs supervision system in free trade pilot zones. Actively promote the pilot implementation of the selective tariff collection policy for domestic sales in the special customs supervision areas within free trade pilot zones, replicate and promote institutional innovations such as work order-based write-off in processing trade nationwide, and promote the concentration of processing trade in special customs supervision areas.

  2. Promote the integration and optimization of special customs supervision areas. Earnestly implement the integration and optimization plan for special customs supervision areas, accelerate integration from four aspects of type, function, policy, and management, and strive to achieve optimization in industrial structure, business formats, trade methods, and supervision services. Support the establishment of comprehensive bonded zones in eligible large and medium-sized cities in the central and western regions and Northeast China, and accelerate the review and approval of five comprehensive bonded zone projects in Harbin, Changsha Huanghua, Zunyi, Wuhan Airport, and Kunming, Yunnan.

  3. Improve the management model of processing trade. Improve the supervision models for new business forms such as bonded maintenance, service outsourcing, and cross-border e-commerce, support the development of high-end manufacturing and related producer services, encourage the extension of the processing trade industrial chain upstream and downstream; implement tailored services for industries such as large-scale equipment manufacturing and integrated circuits; simplify operational processes such as book establishment (changes), domestic sales, deep processing transfer, surplus material transfer, write-off settlement, and material mixing management.
